The Price Tag Regulation Amendment announced by the Ministry of Trade on October 11, 2025, has initiated a brand-new era for businesses offering food and beverage services, such as restaurants, cafes, and bakeries. From now on, the price information of products and services offered by these establishments will not be limited to physical menus. According to the new regulation, businesses that meet the specified criteria will be required to upload all data regarding their price lists to the Ministry of Trade’s digital system. This data can be shared with relevant public institutions and made transparently accessible to the public.
This step not only provides consumers with more information and control but also mandates integration of businesses into digital systems. With this system, which allows 24/7 digital access to price information, inspections will become easier, and a more transparent market environment will be created for consumers. The procedures and principles for implementation will be announced by the Ministry of Trade.
Another notable innovation with the regulation is the formalization of menu and price list presentation through the use of QR code menus. Businesses can now digitally present their menus via QR codes placed on tables. Physical menus will only be shown upon customer request. This approach will prevent paper waste and eliminate operational burdens like reprinting menus for price changes.
This regulation offers significant advantages to both businesses and consumers. Citizens can now access menus quickly and contactlessly by simply using their phone cameras when they sit at a restaurant or cafe. Moreover, this access will not only be possible on-site but also in the future through publicly accessible digital systems.
The Ministry of Trade conducted intensive inspections in 2025 to ensure price stability in the domestic market, protect consumers, and maintain fair competition. Between January 1 and September 30, 2025, over 426,000 companies and approximately 27 million products were inspected, with administrative fines exceeding 2.1 billion TL.
In inspections targeting excessive pricing, hoarding, and unfair trade practices, fines exceeding 773 million TL were imposed, while sanctions for consumer contracts, advertisements, and product safety reached approximately 492 million TL. Additionally, inspections conducted through Provincial Trade Directorates checked nearly 307,000 companies, resulting in fines of around 834 million TL. The provinces with the highest inspection intensity were Istanbul, Ankara, and Antalya.
Detailed data and public announcements regarding this comprehensive inspection process can be accessed on the official news page of the Ministry of Trade.
